Afghan Exit Cannot be Based on End-State Goals

Afghanistan will remain a fragile, developing country in the same vein as Chad and Nepal for decades to come, and no matter how long international troops stay, there will always be possibility of a return to civil war when they leave.

That was the gloomy message Afghanistan expert Rory Stewart brought to Ottawa last week, days before Parliament was set to resume and the mission was to undoubtedly become subject to more debate.
