Too Late for Africa?

When CIDA Minister Bev Oda released in February a list of 20 countries that would from that point forward comprise the aid agency's new development partners, many were taken aback. Others, however, had seen the writing on the wall for quite some time.

The list, as most now know, saw seven African nations dropped and the government all but confirm that it was moving Canadian sights away from the continent to Latin America and the continent....
