Oda: I don't know who altered KAIROS memo

CIDA Minister Bev Oda has found herself under fire after admitting to a parliamentary committee last week she does not know who altered a memo in which CIDA staff strongly recommended funding for ecumenical group KAIROS.

In fact, the minister said she did not know if she even personally signed the document or whether it was altered before her signature was affixed to it, prompting renewed allegations...
